Background

Inclusion and Fairness in CFA is about everyone playing an active role in building a cohesive and safe team environment where people are valued for their skill, experience, capability and perspective.

CFA is committed to building a workplace where staff and volunteers engage with each other and the broader community equitably and respectfully.

We are partnering with other emergency services organisations to develop a sector wide inclusion framework and approach with a commitment to creating sustainable change.

To that end, the first CFA Inclusion and Fairness Assistant Chief Officer (ACO) was appointed in May 2017, and the first State Inclusion and Fairness Council meeting was held in July 2017. In the same month, the Inclusion and Fairness team was formed, with a definitive plan to develop a governance model and measurements to gauge the level of cultural change across the organization against specific initiatives.

The Team

The CFA Inclusion and Fairness team is to enable, advise, support and promote Inclusion and Fairness at CFA. Establishing the structures, systems and processes to enable CFA to integrate the principles of Inclusion and Fairness in all aspects of CFA as well as ensuring CFA maintains its commitment to providing a welcoming, safe, inclusive and fair culture.

CFA Inclusion & Fairness Action Plan 2017-2018

  • Support the commitment to meet the Government's commitment to increase the number of women in brigade leadership roles to 15% by 2021

  • Support implementation of Regional Inclusion and Fairness Councils across CFA regions to increase awareness, develop inclusion and fairness initiatives.

  • Review the Victorian Equal Opportunity and Human Rights Commission Review Report and identify opportunities to address findings and recommendations

  • Support delivery of programs to increase diversity through targeted recruitment and retention of volunteers

  • Embed leadership skills within learning and development programs to build leadership capability and promote an inclusive and fair culture.

Governing Bodies

Developing a governance structure is imperative for the successful implementation of CFA Inclusion and Fairness.

CFA Inclusion and Fairness Advisory Council

In 2017, a State CFA Inclusion and Fairness Advisory Council was established to advise the CFA Executive on the strategic needs, goals and direction of CFA in relation to Inclusion and Fairness.

The Advisory Council provides a central focus on inclusion, fairness, equity and diversity for new organisational initiatives.

Regional Inclusion and Fairness Councils

Each region will develop a "Regional Council" to provide a mechanism to ensure the consideration, integration and promotion of Inclusion and Fairness into all regional activities.

Regional Councils will be developed by the individual regions and chaired by the relevant Assistant Chief Officer. Members include district leaders, subject matter experts and key local stakeholders. Regional Councils may also choose to draw on external guidance to support and inform them. The Regional Councils report to the Regional Leadership Team (RLT). 

Other CFA Diversity and Inclusion Initiatives 

The Inclusion and Fairness team have taken ownership of the Koori Inclusion Action Plan (2014-2019) and the Disability Action Plan (2013-14), and will strive to continue the work outlined in these plans.

The Inclusion and Fairness team are also involved in the Male Champions of Change project, the Rural Challenge project, and the EMV Diversity and Inclusion Data Collection Project. We are committed to supporting CFA Pride.
