Dangerous Goods in the Country Area of Victoria
CFA is the relevant emergency services authority for providing fire services advice and consultation under the Victorian dangerous goods and occupational health and safety legislative frameworks, for the following matters:
- The provision of written advice for fire protection systems and emergency plans under Regulations 48, 52 and 53 of the Dangerous Goods (Storage and Handling) Regulations 2022
- The development of emergency plans for explosives manufacturing under Regulation 39(2) of the Dangerous Goods (Explosives) Regulations 2022
- The development of emergency plans for the handling of explosives in port areas under Regulation 172 of the Dangerous Goods (Explosives) Regulations 2022
- The preparation and review of emergency plans for Major Hazard Facilities under Regulations 375(3)(c) and 379(4)(a) of the Occupational Health and Safety Regulations 2017
- The preparation of emergency plans for mines under Regulations 433, 434 and 435 of the Occupational Health and Safety Regulations 2017
FRV is currently providing limited support to CFA in some of these matters in relation to administration, conducting inspections and drafting reports. All verbal and written advice pursuant to these matters is subject to approval and authorisation by CFA.

CFA Guideline for the Provision of Emergency Information – Emergency Information Books
The ability to quickly understand the hazards and risks at facilities during emergencies is critical to their effective and safe management by CFA responders.
The CFA Guideline for the Provision of Emergency Information (PDF 1.9MB) is designed to ensure that this information is presented in a standard format, and is current, correct, relevant and provided at sites in the country area of Victoria that pose additional hazards to firefighters through their infrastructure and/or operations.
Emergency Information Books are to be developed, regularly reviewed and updated, and provided within Emergency Information Containers. Containers are to be located at vehicle entrances to sites with additional hazards such as dangerous goods, combustible recyclable and waste materials, tyre storages over 500 EPUs*, and renewable energy facilities.
CFA no longer provides hard-copy Emergency Information Books for purchase. CFA recommends that the information contained in the guideline (PDF 1.9MB) be presented in the following format:
- An A4-size, two-, three- or four-ring binder that allows for the cover to be inserted on the front.
- Coloured five-tab dividers to insert between sections.
- Safety Data Sheets (in Section 5) stapled at the top left corner.
* An equivalent passenger unit (EPU) is a standard passenger car tyre. The weight of an EPU for a new standard passenger car tyre is standardised as 9.5kg; and the weight of an EPU for an end-of-life standard passenger car tyre is standardised as 8 kg.
