A Clean and Safe Training and Working Environment
A key priority for CFA is to provide a safe workplace for members and other users of our facilities with minimal impact on the community and the environment.
Our Environmental Compliance Program
CFA’s Environmental Compliance Program (ECP) was created to investigate and address potential impacts of historic firefighting practices.
The scope of the program focuses on the Victorian Emergency Management Training Centre (VEMTC) campuses managed by CFA, to:
- identify and manage risks to human health and the environment related to historical use of Fire Fighting Foams;
- plan and implement infrastructure upgrade works to deliver a clean and safe workplace; and
- assess and update procedures and practices.
The program is also responsible for rehabilitation and decommissioning of the former CFA Training College at Fiskville.
To deliver the scope, the ECP engages the services of independent environmental health and toxicology consultants to understand impacts and risks, design and deliver solutions and monitor ongoing effectiveness of its activities and processes.
The team aims to inform neighbours and community groups about work underway around Fiskville and the VEMTC sites.
The ECP works closely with:
- Environmental Protection Authority (EPA)
- Minister for Emergency Services
- Department of Health & Human Services
- Emergency Management Victoria
- Agriculture Victoria
- Worksafe Victoria
- Water Management Authorities
- Local councils

Victorian Emergency Management Training Centres
CFA runs seven of the eight Victorian Emergency Management Training Centres (VEMTC). The campuses provide firefighters and recruits with practical firefighting scenarios in a controlled and realistic environment. This is essential in developing and maintaining the skills needed to fulfil our mission of protecting the lives and property of Victorian communities.
The training campuses are purpose-built, specialising in the simulation of scenarios that replicate unique field conditions specific to their region.
The CFA VEMTC sites are at:
- West Sale
- Sunraysia (Mildura)
On 15 May 2017, the State Government announced the purchase of a 35 hectare site at nearby Ballan for the new VEMTC – Central Highlands.
