Integrated Municipal Fire Management PlanningIntegrated Municipal Fire Management Planning

The State Government funded Integrated Municipal Fire Management Planning (IMFMP) project will see a major overhaul of the fire management planning process following recommendations from a number of inquiries including the Inquiry into the Victorian Bushfires 2002-2003.

The IMFMP Project is working with agencies and organisations with responsibilities for fire planning to develop an integrated fire management planning framework for Victoria. The framework will cover all areas of the State regardless of land tenure, and plan for prevention of, response to and recovery from fire incidents.

The IMFMP Project has been underway since October 2004 conducting an extensive research, consultation and communication process. An Initial Discussion Paper was released in October 2005 and following further consultation and consideration of comments made on that paper, a Draft Position Paper was released on 1 May 2006. IMFMP Draft Position Paper

The Draft Position Paper contains twenty-two recommendations which, if approved, will set up the structure to support and implement the new Integrated Fire Management Planning Framework for Victoria.

The proposed Framework will have three levels, state, regional and municipal. A State Fire Management Planning Committee will be formed, as a sub-committee under the Victorian Emergency Management Committee, to provide direction, policy and guidance. Eight Regional Strategic Fire Management Planning Committees will bring together agencies and organisations to strategically plan on a regional basis and Municipal Fire Management Committees will plan at the municipal level and include local issues.

Following approval, implementation will be staged through to December 2008 to ensure the new framework captures the valuable work already achieved through the existing fire prevention planning processes at Municipal and Regional levels. A strategy for the migration from fire prevention committees to fire management committees will be developed and be a key part of the staged implementation. Strong links with fire brigades and community groups to maintain their valuable contribution to fire planning will continue to have the highest priority.

Wildfire Asset Identification and Consequence Evaluation Project

The Office of the Emergency Services Commissioner is currently managing the Wildfire Project which has been funded as a result of recommendations arising from the Report of the Inquiry into the 2002-2003 Victorian Bushfires. The project will enable the consequences of wildfire on assets to be mapped in a uniform way across the state of Victoria. This will meet the needs of a range of stakeholders and end-users responsible for fire management.

Wildfire Management Tools

The products developed by the project will be used as tools to support wildfire prevention and preparedness planning. The products should also provide useful strategic information for response and recovery phases of wildfire management and should be sufficiently flexible to be applicable for hazards other than wildfire.
